In all the back-and-forth about Prop 1A, the only thing that is clear is that it is confusing and complex.
It’s been well-chronicled that Prop 1A is attacked for different provisions. Some don’t like the extension of tax increases for two additional years. Others, including Health Access California, does not like changing the constitution to prevent the state from meeting future needs.
Those who support Prop 1A try to assure those with concerns that it’s not a “strict” spending cap, that it simply smooths out the
