Governor-elect Jerry Brown didn’t make health care a centerpiece of his campaign, but he did
Reform Medi-Cal Programs.
o Change from fee for service to managed care wherever possible.
o Fight court interference with state cost-control measures
o Intensify anti-fraud efforts.
o Explore creating a joint negotiating team with CalPERS, Medi-Cal and other purchasers of medical services to hold down rates.
o Propose legislation to require transparency of health care costs to enhance competition, promote greater accountability among health care providers and consumers of health care, and ultimately lower health care costs.
We should also minimize program cuts that would result in the loss of federal funds, particularly where those matching funds outweigh state funds in program support.
