Governor-elect Jerry Brown didn’t make health care a centerpiece of his campaign, but he did

Reform Medi-Cal Programs.

o Change from fee for service to managed care wherever possible.

o Fight court interference with state cost-control measures

o Intensify anti-fraud efforts.

o Explore creating a joint negotiating team with CalPERS, Medi-Cal and other purchasers of medical services to hold down rates.

o Propose legislation to require transparency of health care costs to enhance competition, promote greater accountability among health care providers and consumers of health care, and ultimately lower health care costs.

 We should also minimize program cuts that would result in the loss of federal funds, particularly where those matching funds outweigh state funds in program support.
