Beyond Coverage: a Healthier California

Better outcomes for individuals, better health for communities, lower costs for consumers, health equity for all, and a healthier democracy and society.


Successfully implementing and improving the Affordable Care Act is an important first step toward the goal of a healthier California. The Affordable Care Act pursues the ‘Triple Aim’ objectives (better outcomes for individuals, better health for populations, and lower costs). Across the country such efforts are most successful where they are patient-centered. In California, the patient population is notably diverse and why Health Access prefers a “quadruple aim” approach, with health equity as a fourth dimension that is integrated with the other aims.

Health Access advocates for policies to eliminate health disparities, both by reducing cultural barriers to care and by shaping the social determinants of health. Social determinants of health are the circumstances in which people are born, grow up, live, work, and age--including the systems put in place to deal with illness. These circumstances are in turn shaped by a wider set of forces: economic, social, and political. Finally, reforming health care, extending coverage and incresaing financial security has impacts beyond health care, having the potential to strengthen the social contract for a healthier society and democracy.

Our Mission

Founded in 1987, Health Access is the statewide health care consumer advocacy coalition advocating for quality, affordable health care for all Californians. Our agenda includes:

  • Expanding Coverage: Implementing and improving upon health reform.
  • Fighting for a Fair Budget for the Future: Protecting public investments to preserve access to care.
  • Protecting Consumers: Ensuring consumer representation and protection.
