This week, Scott Graves at the authoritative California Budget Project put out their detailed analysis of Prop 31. While they don’t take an official position for or against, their paper raises several issues.
Mark Paul, who literally co-wrote the book on California governance and reform, also highlighted the CBP report and offers his own conclusion: “…Prop 31 is not the cure for California’s governing dysfunction. It is the disease.”
